LOCAL SELF-GOVERNMENT IN HISTORICAL RETROSPECTIVE:

DOMESTIC AND FOREIGN EXPERIENCE

Abstract. The article studies the historical aspect of the processes of emergence and development of local governments and decentralization of power both in modern Ukraine and in other countries. Local self-government is a powerful democratic mechanism for implementing effective local government policies while decentralization of power - is a guarantee of independence and autonomy of any territorial community in solving urgent problems within its competence. Among other materials, attention is focused on the analysis of a number of multilateral international agreements (in particular – of the European Outline Convention on Transfrontier Cooperation between Territorial Communities or State Authorities, of the European Charter for Regional or Minority Languages, of the European Convention on the Participation of Foreigners in Public Life at Local Level, of the European Charter for Cities, of the European Charter for the Participation of Young People in Municipal and Regional Life and of the Framework Convention for the Protection of Ethnic Minorities. These documents are international guidelines for legislative activity and policy implementation in the field of local and regional democracy; they describe the types of autonomy of local governments, contain the basic theories and criteria for classifying EU regional policy, provide examples of macrosystems of local government, determine the role of the family in society. At the same time, the study deals with the functioning of models and approaches to the organization of self-government etymology of the concept and basic principles of decentralization, its main types by subjects and spheres of influence, types of decentralization, the fiscal component, as a kind of tool for measuring the level of democracy, the trust in local authorities and the level of perception by public authorities of the society’s and citizens in particular needs; the quality of control in the public sphere and the responsibility. The main criteria for assessing the level of the financial component of the decentralization process are taken into account and three models of financial support for the activities of local governments are analyzed. The analysis allows us to determine that the experience of foreign countries identifies a number of preconditions for the successful implementation of decentralization and for effective governance in the system of decentralized power.

The source base of the work also consists of regulations of state authorities of Ukraine and foreign countries, as well as the works of domestic scientists.
