INFORMATION SOCIETY AS THE BASIS OF INNOVATIVE DEVELOPMENT:
CHALLENGES AND OPPORTUNITIES FOR UKRAINE
The significance of the issue of developing an information society in Ukraine is driven by the increasing role of information and communication technologies in today's globalized world. Social transformations, European integration goals, gradual informatization, and the modernization of technical infrastructure have laid the foundation for the formation and growth of the information society in Ukraine. This development is now a crucial element of the country's innovative socio-political and economic advancement. Systematic support for further development of the information society’s components is essential to prevent the digital divide and digital inequality, which could slow down socio-economic growth and push the country to the periphery of global processes.
Russia’s armed aggression against Ukraine has highlighted the need for enhanced information security and the protection of cyberspace. It has also underscored the importance of countering psychological information operations and fostering critical thinking among citizens, especially in an era marked by the increasing volume and speed of transmitted information, where the full reception and decoding of meanings is often challenging.
The aim of this scientific exploration is to analyze the current state of the information society’s development in Ukraine, identifying its specific characteristics, challenges, and opportunities for the country’s further innovative progress.
The methodology is based on general scientific principles of objectivity, historicism, chronological sequence, systematicity, and complexity. These principles serve to shed light on the theoretical and conceptual basis of the information society’s development, as well as provide an unbiased analysis of the achievements, challenges, and prospects for further growth in this area. General scientific and historical research methods are also employed, including problem-chronological, comparative-historical, scientific heuristics, and historiographical analysis.
Results: Theoretical and conceptual approaches to the formation of the information society are examined. The specific features of its development in Ukraine at the present stage are identified, and the constitutional and legal foundations of the information society’s growth in Ukraine are highlighted. Ukraine’s rankings in global information sector indicators are presented, and attention is given to the development of the Internet audience in Ukraine, including the imbalance between age and regional audiences within the country’s Internet network.
Conclusions: The establishment of an information society in Ukraine is a prerequisite for democratic, innovative socio-economic development and the country’s integration into the global information space. The specific nature of Ukraine’s information society development is shaped by the transitional character of its social, political, and economic systems, which has resulted in uncertainty, contradictions, and dynamism in the development of the information sector. To overcome these negative trends, it is necessary to restructure the state’s information policy, strengthen the relationships between governmental structures and society, ensure the reliable protection of information resources, and create conditions conducive to building a knowledge-based society.
