STATE PROGRAMS FOR PROVIDING HOUSING NEEDS OF INTERNALLY DISPLACED PERSONS IN UKRAINE (2025 – EARLY 2026)
Relevance. The study of the peculiarities of adaptation of internally displaced persons (hereinafter – IDPs) in the new socio-cultural space is considered as one of the important areas of scientific research nowadays. Knowledge of the legal principles regulating their fundamental rights and freedoms in Ukraine is especially important in this area, as it allows analyzing the transformation of legislative initiatives and state capabilities to ensure this segment of society, conducting monitoring and developing new relevant regulatory legal acts in accordance with the needs and problems of the studied category. Scientific novelty. The submitted article is one of the first historical and ethnological investigations aimed at studying the development of the Ukrainian legislative system in the field of social support and ensuring the rights of IDPs in wartime. The aim is to systematize and generalize the legislative framework of Ukraine regarding IDPs with an emphasis on achievements for the period of 2025 – early 2026. The methodology includes general scientific and specific historical methods: analysis and synthesis (when working with laws and other regulatory legal acts); generalization (for understanding the main provisions of legislative initiatives, formulating the concluding part); comparison (for considering law enforcement practice in various periods of the Russian-Ukrainian war from its beginning in 2014 to the present); chronological (for presenting the material in a sequential-chronological order); synchronous (when conducting a comparative characteristic of the analyzed issue). Findings. Despite the fact that Ukrainian legislative initiatives are somewhat fragmented and situational in nature and there are certain discrepancies between formulation and application in practice, significant attention of lawmakers has been focused on social support for IDPs in terms of housing provision (a number of subsidy and mortgage programs have been developed) during the past year, the possibilities for restoring damaged or destroyed housing and living in rural areas are improved.
